Tender services, geotechnical design and construction phase support for one of Australia’s largest and most complex transport infrastructure projects, involving deep tunnels, major underground stations, large-scale excavation support systems and critical infrastructure delivered within a challenging urban environment.

The Suburban Rail Loop is a city-shaping rail and urban development project that will ultimately deliver approximately 90 km of new rail infrastructure connecting Melbourne’s middle suburbs and linking major employment, education, health and transport precincts. The first stage, SRL East, comprises twin 26 km tunnels and six new underground stations between Cheltenham and Box Hill. Construction commenced in 2022 and includes major tunnelling, station excavation and supporting infrastructure works.

The challenge.

The Suburban Rail Loop presents a wide range of geotechnical and construction challenges due to its scale, depth and location within established urban environments. The project traverses highly variable geological conditions, including fill materials, alluvial deposits, interbedded sands and clays, Silurian sedimentary rock and residual soils, often beneath densely developed residential, commercial and transport corridors.

Major design and construction activities involve deep excavations, large underground station boxes, retained cuttings, shaft structures, tunnel portals, foundations and extensive temporary works. These activities must be undertaken while managing the impacts associated with groundwater, ground movement, existing structures, utilities and live transport infrastructure. Maintaining safety, constructability and programme certainty in these constrained environments requires robust geotechnical engineering and close coordination between designers and constructors.

The approach.

FSG is providing specialist geotechnical engineering support across a range of project stages, including tender services, design development, constructability reviews, temporary works assessments and construction support services. Our approach focuses on integrating geotechnical design and risk management with practical construction methodology to develop solutions that are both technically robust and readily buildable.

Services typically include geotechnical site investigation and interpretation, development of ground models, foundation design, excavation support design, retaining wall assessments, numerical modelling, earthworks and pavement design, hydrogeology, temporary works design and construction phase support and verification. Advanced analytical and numerical techniques are used to assess ground behaviour, predict movements and evaluate soil-structure interaction for critical infrastructure elements.

During construction, FSG provides responsive site-based support, assisting contractors with geotechnical assessments, excavation inspections, verification activities, design validation and problem-solving in rapidly changing site conditions. This integrated approach supports the efficient delivery of major underground and surface infrastructure works while maintaining compliance with project requirements and stakeholder expectations.

SRL 1

The outcome.

Through involvement on major rail and tunnel infrastructure projects such as Suburban Rail Loop, FSG delivers practical geotechnical solutions that help manage construction risks, protect adjacent assets and maintain programme certainty in complex urban environments. Our expertise in the range of services required including design of deep excavations, foundation engineering, temporary works and construction verification enables project teams to make informed decisions throughout both design and delivery phases.

By combining rigorous geotechnical analysis with a strong understanding of construction methodology, FSG supports the successful delivery of large-scale transport infrastructure projects such as the Suburban Rail Loop. The result is improved constructability and cost efficiency, effective risk management and confidence that key infrastructure components can be delivered safely, efficiently and in accordance with performance requirements.
